Channel A News S.Korea shows satellite images of Kim's Yacht offshore Wonsan

This report was televised April 29 on Channel A News (Donga media a conservative South Korean media company). In the first couple of minutes of the broadcast a few satellite photos from NK Pro are depicted, the latest of which shows the yacht offshore Wonsan, North Korea, on April 21. NK Pro has a paywall.

The Channel A News, Political Desk, broadcast program's guest expert, Chu Seong-eo, said the movements of the yacht suggest Kim has been present at the summer compound in spite of reports of his heart surgery, coma, death, etc.

The title of the program reflects the analysis that Kim is in need of rest at his summer facility near Wonsan since early April after a difficult time with sanctions, the public health efforts, etc. Kim had seen the building projects focused on tourism as a way to endure the sanctions regime, but the world wide corona virus epidemic forced him to close the country off from foreign visitors creating additional economic stress on the regime. Specifically, the report indicated that Kim was having a case of nerves, berating subordinates, and depression, and needed rest for that reason.

Number 3 in the party power structure Park Bong-ju was pictured in a factory setting in Pyongyang with a mask on on the 28th. He hadn't been seen since the 15th. Workers in the factory were shown wearing masks as well.

More on the Kim walking around in Wonsan story

This is just more confirmation on the Kim in Wonsan story broken by DongA media on April 23, which the blog commented on at that time. This report is basically being ignored in US, Japanese, and other so called mainstream media. The avalanche of English language reports started with the Daily NK report that Kim had had cardiovascular surgery and was in serious condition. A media and internet frenzy if not propaganda campaign followed in which Kim was variously described as in critical condition, in a coma, or dead. One report originating in Japan showed Kim in a badly photoshopped image taken of his father's glass display coffin. The Daily NK story had only one unidentified source alleged to be inside North Korea, but started an avalanche of speculative news reports around the world based on nothing but rumors and hearsay from unreliable sources. It has been reported that North Korean leader Kim Jong Un who has recently become subject to rumors about his health moved to Wonsan to avoid COVID-19. The U.S. authorities captured Kim walking on his own.

“It has been identified that Kim Jong Un had been staying in Wonsan during the entire last week,” said a U.S. government official. “He was seen to be walking on his own between April 15 and 20.” It has been reported that the movements of Kim’s cars and close associates were also witnessed and Kim was walking on his own without help from others or being in a wheelchair. The U.S. authorities seem to have identified such information based on the analysis of radars and images captured by reconnaissance planes.

In an interview April 26, Jeong Se-hyun, a former South Korean Unification Minister, with close ties to the current administration of South Korea, said the imagery that identified Kim Jong-un in Wonsan, North Korea, walking around with aides and associates, was from a reconnaissance aircraft rather than a satellite, and was clear with high resolution making Kim's identification possible. Jeong commented that stories in CNN and other US and foreign mainstream media were "fake news," and there was really no significant difference in opinion between the US and South Korea intelligence agencies in interpretation and significance of the shared intelligence information concerning their assessment of Kim's presence at Wonsan.

Jeong has considerably more expertise on North Korea, than anyone appearing or writing in the US media on this subject.

Kim Jong-un was observed at his Wonsan pad walking without assistance during the period from Apr 15 from Apr 20. I think imagery with a 7 to 10 centimeter resolution could easily identify Kim and his entourage at the facility. If there were any doubts they could potentially be dispelled by elint confirmation of related security movements and communications data. This is exactly what the earlier Donga exclusive report implied. I heard a South Korean expert on North Korea two days ago on a mainstream South Korean news broadcast confirm this view when he said it was a crucial judgement for the Blue House to determine that the need to assure the public was greater than the need to preserve secrecy concerning technical capabilities. The US government doesn't want to reveal the source of the information because of Trump's twitter blunder concerning a failed Iranian missile launch Aug 31, 2019, in which he publicized confidential satellite imagery to the public.

The source as reported in the original Donga reports was the US, as related by two South Korean government sources. The information was related to Donga media in an exclusive by 2 unnamed officials from the Ministry of Defense and the South Korean administration. This has been reported in South Korea for over three days now.

According to JTBC News April 26 an unnamed source from the Chinese International Liaison Office told them directly today that their team had gone to North Korea to advise Kim concerning coronavirus concerns by the North Korean government.

Kim Jong Un observed walking around Wonsan

Channel A News reported in an exclusive that Kim Jong Un has been observed walking around in the Wonsan area without assistance. They believe he's been there for at least four days between the 15 and 20 April.

Relying on two unidentified South Korean government and military related sources, The Channel A report indicated they got this information from an unidentified US administration source:

Analysts speculated that he was there to avoid risk of covid 19 infection in Pyongyang. The image shown above appears to be from a file video. The related DongA.com news exclusive report says that US analysts made this assessment based on electronic and imagery analysis.* DongA media owns Channel A news. According the Donga.com report, the US source said Kim Jong-un's health status was subject to further consideration by analysts.

More Speculation on Kim's Transportation to Hanoi

(Source- Channel A News Top Ten 02.22) (1) Take Goshawk One (IL-62) direct to Hanoi; (2) Take the special train from Pyongyang to Beijing, to Guangzhou, to Lang Son; (60 hours) ; (3) Take Goshawk One to Guangzhou, China, then take the train to Lang Son, in northern Vietnam.

According to today's Channel A News Top Ten program (in their number one story) there were already signs of increased security measures being taken in the Chinese city of Dandong on the border of North Korea near the Sinuiju bridge rail crossing. It is not confirmed that Kim will take his personal train across the border although the train itself may go. Kim could fly to either Guangzhou or Hanoi directly. He could rendezvous with the train in Guangzhou, China or Langson, Vietnam, on the way back home after touring economic and tourist sites in North Vietnam and/or southern China.

Analysts think Kim would like to meet with Xi Jinping on the way back home. His arrival by train at Beijing for such a meeting is estimated to be desirable for propaganda purposes. Stops in areas noted for economic development are also intended to send a message to domestic and international audiences. The confusion about his transportation schedule, means and routes is a security measure. Final legs and touring destinations could be made with Kim's armor plated cars. He could fly but it was felt the train might assist in the ground logistics. According to another recent South Korean broadcast Kim reportedly would have one hundred plus security personnel accompanying his official delegation.

Will Kim take his personal train to Hanoi?

Kim might take the train to Vietnam, imitating Kim Il Sung's ride in 1958. This fits in with the weird monarchical, underlying Confucian themes permeating North Korea's carefully controlled society. Needless to say, that photo op would fit in with domestic propaganda needs. He could also take his personal aircraft, a dated IL-62, to Vietnam and return by train. JTBC reported he probably has some travel stops he wants to make in Vietnam and southern China that his train ride could accommodate on the way home. The broachcast specifically mentioned Guangzhou, (formerly Canton) China, said to be an economically well developed city he would like to visit. He would probably want to talk with Xi or other Chinese officials while on the trip as well. They say his personal aircraft could make it to Vietnam non-stop.

It seems like it might be a major inconvenience for the Chinese high speed rail system to run an old train like Kim's.

The JTBC Beijing correspondent said a rail trip would take 50 hours plus, whether he took the most direct route from Beijing to Langson (blue), or the Tienjin line, in dotted green.

About Kim's Sofa New Year's Message

The official recording of the new year's speech appears to have started at 0003 01012019 local. Yet the thirty minute speech was over at 0053. They left a clock on the mantle so the passage of time was noted. Either Kim took breaks or some other parts were edited out. The edited recording of the speech was broadcast at 0900.

The room's decor makes a few points. The tradition of the communist dynasty's leadership is the backdrop. Kim's affect is to resemble his grandfather, whose regime was not changed by the Korean war with the US and allied United Nations Forces. Secondly, he not only emulates his father's pose, but continues his work, with respect to the nuclear legacy and bargaining with it for a better life for North Korea. The books reflect a repository of knowledge and experience. The west is prone to scoff at North Koreans, who nonetheless have succeeded in building an extensive nuclear weapons and ballistic missile infrastructure. The sofa is empty, symbolizing lack of dialogue.

Tae Yeong Ho, the well known North Korean defector, who served as diplomat for North Korea was interviewed extensively by Channel A News Top Ten on New Year's Day about Kim's speech. Tae says the west has a basic misunderstanding of the joint statement Trump signed in Singapore. This is why North Korea can't stop complaining about the US. North Korea is already a nuclear power. They do not feel that they are bargaining from weakness. Therefore, the North expects reciprocity as one would expect in "disarmament agreement" negotiations. Tae Yeong Ho notes Kim has never discussed unilateral denuclearization but always speaks in terms of complete denuclearization of the Korean peninsula.

The US is not engaged in a reciprocal action for action negotiating process which is what North Korea is seeking. The UN sanctions are a punishment action and assign a continuing stigma to North Korea, that smothers any inclination by the US to actually negotiate rather than simply presenting broad unilateral demands. This is why the US "has all the time in the world," code Tae says for a position where compromise isn't necessary.

It can also be observed that the US is not engaged in the actions of a new friendlier relationship, when new sanctions are imposed by Congress, by the Treasury Department, and moved forward in the UN in a coordinated and constant campaign against North Korea directed by the US government that continues after June 12. The US has moved the focus of its anti North Korean military exercises to Japan in lieu of joint exercises with South Korea suspended for the time being. The US repeatedly threatens to renew the joint exercises with South Korea. Additionally, the US is in an unprecedented manner choosing to rearm Japan with modern offensive weapons. The US has not done very much to create an atmosphere of peace and prosperity on the Korean peninsula and appears to regard only one commitment, that of North Korea to completely denuclearize in return for vague unfulfilled promises. This isn't in the Singapore Joint Statement that Kim Jong Un signed. So Kim asserts the US isn't fulfilling its commitments in the Singapore Summit statement either.

Tae Yeong Ho says it would be a mistake to treat the negotiations with North Korea as mutual disarmament negotiations as Kim would like. On the other hand, making broad categorical demands such as for the nuclear facilities list without reciprocal trust building measures is a non starter which evinces the US misapprehension of the North Korean understanding of the Singapore joint statement. A different view to be asserted is that the US knew very well the meaning of the Singapore agreement as understood by Kim. This was demonstrated in a public statement made by Pompeo on June 10, right before the Singapore summit. The US agreed to a reciprocal understanding in order to get Kim to the table in Singapore. This is why the cancellation of US joint exercises with South Korea was announced immediately after the summit. Reciprocity and flexibility are required to proceed with denuclearization of North Korea incrementally. Tae criticized Pompeo for actions during the Oct 7 meeting which included demanding the nuclear facilities list and concealing the fact, that the North flatly refused and withdrew from talks. Instead Pompeo said considerable progress had made in the nuclear negotiating process in Pyongyang. This appears to have been a mid term election ploy mischaracterizing the nature of the Singapore declaration and the North's intentions in the face of a firestorm of domestic criticism of the US administration after the summit.

The anti-North Korean "public relations" and advocacy efforts are constant from the US defense industry financed think tanks, government supported NGOs, Congress, media, VOA, and other sources. Christopher Hill and others who publicly represent the anti-North Korean public relations campaign, have failed in the negotiating process in the past. Hill peremptorily dismisses the notion that the nuclear facilities list would serve as a "target list" for US bombs and missiles. Hill's conclusory opinion is absurd. Of course it could be used as a target list.

It's almost as if the US is institutionally incapable of going forward with the negotiations the Trump administration initiated. The same politicians, media, and so called "experts," representing defense industry interests are still dictating the agenda. Yet, Tae Yeong Ho believes that we will not return to the dire circumstances of nuclear brinkmanship demonstrated by the US and North Korea in 2017. He believes that Kim will take the negotiations to the edge of the cliff and that somehow there will be a reprieve and a return to the negotiating table. Yet, he went so far in one of Channel A News exclusive interview segments as to advise Donald Trump in English not to be taken in by Kim's "nuclear disarmament" approach to a second summit.

Countries will start to force return of NK overseas workers in 2019 as a result of UN sanctions. This will further reduce North Koreas foreign exchange account to a level that is not palatable to the leadership. There is an element of desperation to Kim Jong Un's New Years message, while he presents his position and his readiness to sit down with Donald Trump at any time. His calm demeanor in the reception salon giving the "sofa speech" is a pose. His articulated position is no more nuclear weapons production, no more nuclear weapons tests, no use of nuclear weapons, and no more propagation of nuclear weapons. So where is the US reciprocal response? Kim said, further hostile imposition of sanctions can result in the country without other recourse to "reluctantly" follow a different path to protect the nation's sovereignty and interests and peace and security on the peninsula. This is viewed as a threat in the western media. Kim also requested that the joint military exercises with "foreign forces" bringing strategic military assets into the region stop. So it's a return to regime change politics by the US, and self reliance ideology by the North.

Kim's message to the South as the mediator between the US and the North was very soft and hopeful. Perhaps Kim will meet with President Moon Jae In again in 2019 but probably not in Seoul. Tae suggested Panmunjeom as a likely venue. Tae predicted in another podcast that Kim could hold out until the second half of 2019 probably with Chinese support, without making concessions demanded by the US on denuclearization. Tae opined that some relief from sanctions in the form of reopening Kumgansang resort and Kaeseong Industrial Zone is a major objective of Kim Jong Un as reflected in the speech. The current sanctions regime blocks this kind of economic cooperation between North and South Korea. Perhaps, the US special envoy to North Korea should consider any South Korean proposal for waiver of UN sanctions with respect to these two economic projects as a trust building measure to encourage negotiations and induce further denuclearization concessions by the North Koreans. Tae's prediction that North Korea will yield within the year to the present coercive "no compromise" approach seems overly optimistic.
