Yoon Seok-yeol's controversial presidential campaign announcement poorly received

Yoon Seok-yeol, "Singing the ideologically biased 'Chuk chang ga' (independence fighter song) has brought us to this point (state of affairs with Japan)."


Former Prosecutor General Yoon Seok-yeol arranged to officially announce his campaign to be the next president of South Korea on June 29 at the Seoul, Seocho Gu, Yoon Bong-gil Memorial. Yoon Bong-gil was a famous independence fighter who attacked Japanese dignitaries in Shanghai in 1932 killing and wounding several Japanese diplomats and general officers. During his presentation Yoon made a derogatory reference to the independence fighters’ song “chuk chang ga” suggesting that such sentiments toward Japan were no longer relevant and their emphasis by the current Moon administration had brought relations with Japan to a new low. He also commented that the issues of the so called comfort women and forced labor problems with Japan harmed South Korean security and trade and needed to be resolved. He further asserted that the 2 plus 2 talks with the US needed to be expanded to include Japan. In other words 3 plus 3 talks should take place on a regular basis. Yoon said that South Korean needed to resolve it’s outstanding issues with Japan by putting everything on the table to achieve a “grand bargain.” As to what steps, compromises, or concessions South Korea needed to make to achieve such a “grand bargain” he failed to specify.

Yoon’s statements critical of the foreign policy of South Korea were not well received. It was pointed out that they were made inappropriately in the venue he had chosen for his partisan political announcement and press conference. The issue was raised almost immediately that the office of President of South Korea was not in position to overrule a legal determination by the Supreme Court regarding the forced labor ruling against Mitsubishi for its warcrimes against Korean workers. It was also questioned what view he must take of the previous Park government’s interference causing the delay in the administration of justice of the slave labor cases until the time of the Moon administration. The cases had been pending for years. So what exactly is the criticism of Moon Jae-in on this issue? The Park government’s agreement with Japan concerning the comfort women was made with no consultation with surviving victims of sex slavery by the Japanese Imperial Army nor with any of their survivors. Raising the current issues of trade and security with Japan have been consistently and rudely rebuffed by Japan since the democratic administration took power.


Yoon’s announced his candidacy and took the opportunity to adopt a pro-Japanese criticism of Moon Jae-in. Yoon’s presentation was poorly received and had an immediate negative impact on his public support. Yoon’s announcement and press conference was criticized by another opposition party presidential candidate who described Yoon as arrogant, acting like a boss, having poor political judgement, and other ad hominem criticisms without addressing the pro-Japanese issue, which is a minefield best avoided on the right. Other observers noted Yoon’s nervous twitch, (his constant back and forth neck rotation) and his general unresponsiveness to reporters’ questions. One pundit observed that Yoon is accustomed to deference from obseqious junior reporters on the judicial beat, and doesn’t know how to react to more senior reporters covering the national political stage where his arrogance ill serves him.


Unfavorable comments about Yoon in mainstream broadcast and press media have been unheard of until the last couple of weeks because of media’s overwhelmingly conservative bias. Yoon refuses to discuss allegations of corruption by his wife and mother in law and the conservative press rarely if ever mentions it. Yoon’s mother in law is currently subject to a impending verdict announcement in a medical fraud case expected in July. Issues concerning Yoon’s political bias while in office were confirmed by Constitutional Court decision last week. This judgement may perhaps be viewed as a moot political point and was not covered in the mainstream Cho-Joong- Dong conservative media. Yoon had avoided the committee’s decision by obtaining a temporary injunction from an administrative review court. Then he resigned from the Prosecutor General position to meet “cooling off” requirements for public officials under a new election law. The high court dismissed Yoon’s appeal of the adverse disciplinary decision against him. Yoon’s legal arguments against the disciplinary committee which sentenced him to a two month suspension for professional derelictions of duty failed. He was disciplined by an administrative committee formed by the justice ministry. The committee found Yoon had investigated judges illegally, failed to maintain a politically neutral posture as a public prosecutor, and interfered in a case involving his subordinate. Yoon’s appeal was found to be legally insufficient.


Yoon has little political experience outside his prosecutorial milieu. He has never held elective office and has no experience in economic affairs, foreign policy or military affairs. He recently donned a Chonan naval ballcap in a media stunt which received mainstream media coverage, but the fact is he is singularly unqualified on national security and foreign policy prompts observations he is unqualified to be president of South Korea.

X file main contents: 1. Yoon's personal history with his wife and mother in law; 2. His wife's business and investment activities; 3. Investigations which Yoon is suspected of covering up.

(Source- 언론알아야바꾼다 youtube 6.27) This graphic outlines a scheme by which Yoon's mother in law Ms. Choi and her partners, illegally formed and operated a medical organization. Allegedly, Choi and her three partners formed a foundation to establish and operate a treatment facility with a purpose to defraud. Allegedly Choi was pushed out of management as a director in 2014. Three partners have already been convicted, but Choi was not prosecuted on the basis of a "waiver memorandum" (allegedly) provided to her by the partners absolving her of legal liability (Choi has no medical credentials). On November 24, 2020, Choi was indicted for violating medical laws and suspicion of fraud. The diagram alleges that the government health insurance agency made unlawful payments of over 2 billion won to the convalescent facility established by Choi and her partners over a period of two years beginning in May 2013. Results from Ms. Choi's first trial are expected to be announced soon.

According to TK of Ask a Korean and The Blue House, contentions in the X-files against Yoon and his family are only "speculation" at this point. Meaning that they have never been proven in court. There has been a prosecution repertoire of stalling, nolle prosses, and allowing statutes of limitations to expire. Beyond this, various fraudulent acts, consistently denied or attributed to others, have resulted in the apparent teflon-like quality of Yoon's wife and mother in law in respect to legal process. That's the whole point really, that the South Korean mainstream press, the prosecution and the judiciary collude to protect their own. The problem now is that Yoon is no longer prosecutor general and it is likely that powerful people behind the scenes in the maneuvers for control of the opposition party and the forthcoming presidential campaign have no desire to be saddled with Yoon's professional and family baggage. The wholesale demotion and transfer of the Yoon coterie or faction inside prosecution offices recently carried out by the new justice minister may disable this mechanism for the time being. This blog has been assessing the allegations made against Yoon and his family for over a year now and it is apparent that that the complaints filed against not only Yoon's family members but also his subordinate, Han Dong-hun, and conservative politicians have been stalled and diverted primarily due to political bias in the administration of justice. This is, after all, the fundamental policy reason why the 20th National Assembly passed the prosecution reform legislation and why the conservatives opposed it.

The disciplinary committee appointed by former Justice Minister Chu Mi-ae had found Yoon culpable of unprofessional behavior including unlawfully investigating judges, abandoning political impartiality, and interfering in a case in which his subordinate had a legal interest. The administrative review court that blocked the execution of the (tepid) disciplinary sanction on Yoon (a two month suspension from duty) with an injunction was simply wrong. Yoon's arguments concerning the illegality of the disciplinary committee's actions were recently dismissed by the Constitutional Court on June 24 in a 6-1 decision, as legally insufficient.* So no speculation there concerning his professional misconduct in so far as it was addressed legally.

Cho Guk family defamation and the Yoon Seok-yeol X-files



The South Korean conservative media cartel is reaching new lows in its attacks on the former justice minister Cho Guk. Cho Guk was an advocate for reform of judicial administration in South Korea aimed primarily at reducing the almost unlimited powers of the prosecution offices. These offices have been used to politicize justice, trump up charges against politicians on the left, and prosecute them with perjured testimony, coerced witnesses, and otherwise falsified evidence. They also nolle prosse and stall cases against powerful business (chaebol) interests on the right, and suppress investigations of government corruption when it involves themselves. The overwhelmingly right wing media in South Korea cooperates in schemes with the conservative prosecution cabal, led by former Prosecutor General Yoon Seok-yeol, using information unlawfully leaked by prosecution sources to frame democratic politicians and progressive activists as guilty before a trial has even started.

In a Chosun Ilbo report, Cho Guk’s daughter and Cho Guk are portrayed in a graphic, as members of a prostitution ring, that steals the wallets of johns who procure their services. The images of Cho Guk in the doorway, wearing his emblematic black back pack, and his daughter, Cho Min, wearing her black ball cap (to disguise her appearance from harassing reporters who have been stalking her relentlessly), are borrowed to associate them with this newspaper report on a completely unrelated criminal enterprise. It’s a straight up blatant instance of defamation of which there have been scores against Cho Guk and his family.

Circumstantially, this is related to two other developments, the first, is that Yoon Seok-yeol, the former prosecutor general who arranged for prosecution of Cho Guk’s family, perhaps for the first time in his career, is being subjected to unfavorable press coverage from some mainstream sources. Yoon is leading in the polls currently as the favorite conservative candidate for presidential office in the election next March. Currently, his mother in law is being tried for medical insurance fraud where she obtained government payments for rehabilitation services in a non-profit medical business she was not qualified to participate in. The other participants in the scheme are already in prison. Yoon claimed that no one ever lost a dime due to his mother in law’s investment schemes. However, the truth is alleged to be quite different. A verdict and perhaps sentence from her first trial is anticipated in early July. His mother in law has been involved in multiple fraudulent schemes and somehow was never held to account by the criminal justice system. The latest revelation in a series of scandals involves Yoon's mother in law and wife in a stock price manipulation scheme in which she and a director from Deutsche Motors, colluded to enter numerous bid and ask market quotes to double the price of the stock in which Yoon’s wife held substantial interest.

There is digital and audio evidence of this scheme, which at least a few conservative pundits believe is “difficult to defend.” There is also a set of two documents called the X files allegedly outlining a series of unlawful acts by Yoon, Yoon’s mother in law, and Yoon’s wife. The actual list of crimes hasn’t been published, but one political pundit described a few of them. One of them is that Yoon interfered in an investigation of a Yongsan tax official who also happens to have the Yoon family name. Another allegation concerns his wife’s business commissions from art exhibitions arranged through her company Kobana Contents. Her exhibition commissions are typically in the tens of thousands dollars, the funds being received from corporate sponsors (chaebol families). Some allege that these fees are in fact a way of paying off her husband for official favor. Another question raised in addition to the Deutsche Motors stock manipulation scheme involves the issue of how Yoon's capital account reporting as a public official increased to above five million dollars when at the time of his marriage in 2012, he was not wealthy. He says this is my wife’s property. He was in public office the entire time. The underlying allegation is that his wife married him to use his official position as a prosecutor to protect herself and her mother in law from lawsuits and prosecutions involving their prior frauds including the Deutsche Motors scheme.

Ostensibly, these could be the basis of contents of the so called X-files damaging Yoon's popularity and political support this week. 1. Yoon allegedly interfered in a bribery case involving Yoon Oo-jin, a tax office chief in Yongsan (denied); 2. Increase in sponsorship monies to wife's art exhibition business (denied, such contracts existed before (Yoon's marriage)); 3. Mother in law's illegal management of a rehabilitation hospital (denied, she was cleared of suspicion in the past); 4. Method of accumulation of 6.5 billion won in capital, (denied, most of this is my wife's property, the suspicions are baseless.)

Yoon denies all the allegations against him and his family. He says the claims are unsupported and that this is a political attack by the left. The so called People Power Party on the right, the main opposition party to the democratic administration, hasn’t embraced Yoon yet as a party member and candidate for president. Perhaps they are waiting for the trial of his mother in law to play out, and a determination whether a prosecution of the Deutsche Motors scandal can even take place considering the underlying facts are more than ten years old, raising a statute of limitations issue. Even the alleged coverup which appears to have started in 2013, may have taken place too long ago. It remains to seen if this could play a role as a campaign issue.

The second aspect is that Cho Guk’s new memoir concerning the railroad political prosecutions of his wife, Professor Chung Kyung-sim and himself, which are still underway, is selling 100,000 copies a week. The book and the independent media coverage of the book underline the corruption in prosecution offices and the media even as the trial hearings of his wife go forward. The chief witness against Cho Guk’s wife admitted on a recently disclosed audio tape (after she was convicted of “forging” an academic certificate for her daughter and sentenced to four years in prison) that he did it to remove any possibility that, Cho Guk, a “pro-China and pro-North Korea” politician, could become president of South Korea. He claims he thereby saved South Korea from the ravages of poverty, civil war, and destruction. The witness, Choi Song-hae, is the former president of Dongyang University. It is alleged in some independent journalism reports that Choi’s academic credentials are falsified, and that he was suspected of financial self dealing at the time he was asked by prosecutors and apparently also by conservative party members to testify against Cho Guk’s wife, a professor at the University.

Lee Jun-seok, the new leader of the People Power Party (the South Korean conservative opposition) says if the X-files contents are cause for ethical censure, then the contents should be revealed as they must be evaluated. It appears the party would like to get the issues resolved early on, so questions about Yoon's ethics don't blow up the party's campaign for president in later stages.

Lee Jun-seok- a "deplorable" play for disaffected younger male voters

SEOUL, June 11 (UPI) -- South Korea's main opposition People Power Party announced 36-year-old Lee Jun-seok as its chairman on Friday, making him the youngest-ever leader of a major political party in the country's history.

Lee, an entrepreneur and Harvard graduate who has never held elected office, defeated his closest rival, four-term lawmaker Na Kyung-won, by a vote of 43.8% to 37.1% at the party's national convention. The elections used a combined form of voting from party members and opinion polls from the general public.

Rising star? Oh, he's from Harvard, that makes him alright from US point of view.

The "il be" ( 일베 )* crowd loves him. These people talk to themselves on social media about how women get preference for jobs, don't serve in the military, and have other "advantages" over males. There is a sense of crisis among these voters in a neo-liberal economy strapped by excessive real estate speculation, having to know someone influential ( 인맥 in mek ) to get a job or other opportunity, and of course, the pandemic restrictions and adverse economic and social effects. Therefore, household formation is down, birth rates are sharply down, and jobs commensurate with skill levels are scarce. This block of under 40 voters is stuck living at home with mom and dad in many cases. However, contrary to their misogynist views, South Korea, is regarded by most studies as having one of the most regressive records on women's rights in the OECD. Yet, the me too movement in South Korea provides the scapegoat for this readily exploited cohort of angry voters in the their twenties and thirties.

These disaffected younger generation voters are a source of instability in South Korean politics and are being manipulated as a distraction from some really serious threats to democracy particularly in the traditionally conservative South Korean press, the administration of justice (the courts, and the prosecutors offices), and the related widespread business corruption ( 감언판유착 prosecutor press court collusion and 적폐기득권체제 deeply rooted evil system of special interests ).

The right through its control of the press and the court system has succeeded in creating a false impression that the current administration is responsible for the real estate crisis in particular. Both conservative candidates elected in Seoul and Pusan mayoral races have been involved in dubious real estate transactions of the kind deplored. Conservative members in the National Legislature refuse to disclose their real estate holdings over the past seven years while democrats were forced by leadership to disclose their holdings.

Il be ( 일베저장소- 일간베스트 저장소, 약칭 일베 ) is an internet community in South Korea that appears to share the qualities of Trump's "deplorables" on QAnon. One young democratic pundit recommended a counter strategy in the online gaming community of engaging the misguided young people found there who live in an (addictive) internet virtual reality. I think Hol was trying trying to recommend a similar tact, of sincere engagement, but as a 40ish journalist, he goes a little too far, in discussing the misogynist meme as having some foundation in fact. (There are analogous recommendations by progressives in the US not to denigrate the "deplorables" but to engage them and understand their frustrations with government.) These are the people who gave the PPP the landslide earlier this week. According to this view, they didn't vote for the PPP but rather they voted against alleged democratic party hypocrisy and ineffectiveness. The hypocrisy argument is based upon a virtual reality created by the press-prosecution conspiracy against the democratic party and the politicization of the South Korean judicial processes. The ineffectiveness argument is based upon all sectors of the right, media, justice administration, the Korean medical society, the evangelical community, and the paramilitary and former military zealots, conducting obstructive tactics to paralyze government processes and policies. This is clearly the PPP constituency. Notably, O Se-hun appeared with these elements at a large October 3, 2019 demonstration in Seoul, which labeled Moon Jae-in a dictator and communist and called for his impeachment. This is the il be mantra.
