Loyalty is to one's colleagues and network of profitable relationships in deeply corrupt institutions (적폐기관) is the uppermost consideration, not society or the people. Prosecutors and judges look forward to the patronage of those in power rather than fulfilment of a public duty, or an ethical mandate. Financial and industrial elites are rewarded for patronizing these officials with protection from legal accountability for unlawful actions. Similarly, corrupt media conglomerates are protected by the corrupt judges and prosecutors (검언유착) for their assistance in concealing their own wrongdoing, and assisting in their resistance to reform.
